The RIS Programme, short for Redesigning Inpatient Services in East Sussex, is a £60m healthcare development led by Sussex Partnership NHS Foundation Trust.
The project will centralise adult and older people’s acute mental health inpatient services in East Sussex into a single, specialist facility, officially named Combe Valley Hospital.
Located in Bexhill-on-Sea, the new 57,393 sq ft facility will provide 54 beds across three 18-bed wards, with individual en suite bedrooms, therapy spaces and outdoor rain gardens designed to support patient care, recovery and wellbeing.
The building has also been designed with sustainability in mind, including a highly insulated, fully electric
design, solar panels and electric vehicle charging points.
As a specialist mental health facility, the project requires careful coordination across MEP systems, security systems, compliance requirements and integrated testing activities.
Mental health environments place particular emphasis on system reliability, safety, security and operational control.
This made early engagement essential to ensure the correct commissioning planning, sequencing and handover strategy was in place from the outset.
As a healthcare project, the scheme also follows HTM guidance, requiring commissioning progression, documentation and system delivery to align with the relevant healthcare technical standards.
Employed by Kier, ENVIRO was appointed as a hybrid CxM and MEP commissioning management team.
The team engaged early in the project to support planning, commissioning strategy and handover preparation.
This early involvement helped ensure that system integration, security considerations and MEP commissioning requirements were properly coordinated before the project moved into critical testing and handover stages.
ENVIRO’s approach has focused on maintaining control across commissioning progression, ensuring that activities are planned, tracked and aligned with HTM guidance throughout delivery.
