Project Overview
Linklaters has unveiled its new global headquarters at 20 Ropemaker Street in London, a 360,000 sq ft landmark development in the City designed to support teamwork, collaboration and high-performance working. The office spans 17 floors and includes state-of-the-art facilities such as collaborative workspaces, a fitness centre, yoga and spin studios, high-specification events space, roof terraces and balconies, and a terrace café with views across the City. The development also includes more than 500 cycle storage spaces and a dedicated active commuter entrance, supporting a modern and sustainable workplace experience.
The Challenge
As a major headquarters fit out with extensive building services, specialist facilities and multiple integrated systems, Linklaters required a highly coordinated commissioning management approach. The project involved mechanical, electrical, security and fire services, alongside critical systems serving data rooms, event spaces and workplace environments. With a large volume of ATPs to manage and integrated testing requirements across multiple disciplines, clear control, technical oversight and structured coordination were essential to successful delivery. ENVIRO was appointed by Phoenix ME to provide MEP commissioning management support and became a crucial part of the project delivery team.
Our Approach
ENVIRO provided full MEP commissioning management across the project, coordinating activity across electrical, mechanical, security and fire services. The team managed commissioning progress, coordinated testing requirements, supported system readiness and led integrated testing activities. A key part of the approach was maintaining control of documentation, ATP management and sign-off, ensuring commissioning records were progressed in line with project requirements. With more than 1,500 ATPs successfully managed and issued, ENVIRO supported the project team through an intense and technically demanding commissioning programme.

Objective
The new Linklaters headquarters has been designed with a strong focus on sustainability, workplace wellbeing and environmental performance. The fit out incorporates sustainable design practices, including zero waste to landfill, efficient use of energy and water, and engagement with suppliers around product and material environmental performance. The project’s facilities, including fitness areas, event spaces, roof terraces and active commuter infrastructure, created a varied and technically complex commissioning environment requiring coordination across multiple systems and end-use spaces.
