Echelon LCY10 is a major data centre located in the Docklands area of London, providing an IT load capacity of 17MW across nine data halls.
The facility has been designed to support extensive computing, data storage and network infrastructure, with a 12,000 sq m footprint providing space for both current and future operational requirements. The development also includes 1,200 sq m of office space to support on-site administrative and operational teams.
As a technically complex data centre environment, the project required detailed commissioning management, controlled testing and close coordination across all MEP services.
LCY10 presented a complex build and handover environment, with the building not originally designed for phased handovers.
This created a significant commissioning challenge, requiring careful system planning and coordination to allow areas of the facility to be handed over in phases while maintaining performance across live data halls.
The project demanded a flexible and technically controlled approach, particularly around system amendments, heat-load testing, integrated system testing and the management of live operational performance during each phase of progression.
Employed by T Clarke, ENVIRO acted as a hybrid CxM and MEP commissioning management partner throughout the project.
Working closely with the T Clarke team, ENVIRO helped design and implement multiple system amendments to enable phased handovers.
This included ensuring that, at each stage of progression, the live side of the data halls continued to maintain performance.
ENVIRO and T Clarke also authored commissioning and test scripts from Level 1 through to Level 5, with ENVIRO leading from the front during test progressions.
The project required a sustained team effort, with extended working periods and weekend activity forming part of the delivery process.
The requirement to introduce phased handovers into a building not originally designed for that approach made LCY10 a highly technical and coordination-heavy project.
ENVIRO’s role extended beyond standard commissioning management, supporting the wider team in adapting system strategies, coordinating test progression and maintaining operational performance across live environments.
This level of involvement was particularly important given the critical nature of data centre infrastructure, where system resilience, performance and continuity are central to successful delivery.
ENVIRO supported T Clarke through a complex data centre commissioning and handover process, helping to create a workable phased handover strategy for LCY10. Through close collaboration, technical coordination and hands-on commissioning management, ENVIRO helped manage all MEP services, lead test progressions and support live data hall performance throughout each stage of delivery. The project required significant commitment across the full team, with the successful progression of testing and handover activity reflecting the strength of the partnership between ENVIRO and T Clarke.
