Commissioning is often associated with the final stages of a construction project — when systems are tested, witnessed, signed off and handed over.But the best commissioning outcomes rarely start at the end.

They start much earlier.

When commissioning is considered during design and pre-construction, project teams have a better opportunity to identify risk, understand system requirements, plan responsibilities and build a clearer route to handover. When it is left too late, the opposite can happen: incomplete systems, unclear ownership, poor access, missing documentation and late-stage programme pressure.

Project Overview

A&O Shearman is relocating its London headquarters from One Bishops’ Square to 2 Broadgate, a major commercial development on the Broadgate campus near Liverpool Street Station.

The firm has signed a lease to occupy 354,000 sq ft of environmentally conscious workspace, with a phased move planned across winter 2026 and early 2027. The new headquarters will reduce the firm’s footprint from almost 500,000 sq ft, creating a more agile, high-tech and open-plan working environment.

Located next to Liverpool Street Station and the Elizabeth Line, the project represents a major corporate relocation within one of London’s most connected commercial districts.

The Challenge

The scale and profile of the relocation required a structured commissioning management approach to support programme certainty, technical compliance and system performance.

With a high-quality office environment, data room heat-load requirements, domestic water compliance obligations and multiple mechanical systems requiring coordination, the project demanded clear management, robust documentation and close control of commissioning activity.

ENVIRO was appointed to provide mechanical commissioning management services, helping to coordinate key commissioning activities and support the project team through critical stages of delivery.

Our Approach

Employed by MCS, ENVIRO provided mechanical commissioning management support across key building services packages.

The team focused on ensuring commissioning activity was properly planned, coordinated, managed and documented in line with project requirements.

This included BG/29/21 management, HVAC commissioning management, ductwork cleaning management, heat-load test authoring and management, and BS 8558 management for domestic water systems.

ENVIRO also supported chlorination and domestic water performance testing, helping to ensure systems were progressed in a controlled and compliant manner.
